Aside from the obvious, that being that no woman can ever be trusted to reliably tell you exactly how many people she's boned, I believe there was a theory put forth that I can't place right now outlining a clever theory why men and women don't claim equal — or even remotely similar — sexual partner metrics.

Prostitution. So a small percentage of women compensate for the difference, and they are either not consulted in the survey outright or their numbers are dismissed for being statistically abnormal.
