You're not gonna believe this, but I have an opinion that involves pkgsrc and liking. :-)
pkgsrc/sysutils/user_darwin is a couple shell scripts that wrap all that NetInfo crud and provide the familiar Unixy "useradd" and "groupadd" interface (just the basics for now, though). pkgsrc itself relies on these scripts to auto-create users and groups for packages that need them.
There's also a djbdns-run package that creates the necessary users and provides rc.d-style run scripts, but that's probably not your style. user_darwin, however, might be.
