ISO: The Cat Whisperer
I wish I understood more about cats. Having grown up with several of them, I still find myself almost totally ignorant of what their mews, hisses, and mannerisms mean.
Spaz, for example, has lately started to make lots of random meowing, and even when laying down he will continuously flick the tip of his tail. Petting him in this state elicits more meows, and periodic gruff but half-hearted swats with a paw.
At times like this, I wish I knew how to communicate with cats, but alas, I could never have that kind of relationship.

I can't be 100% sure without meeting the cat in question, but it sounds like the cat is bored, which is actually a pretty common ailment for house cats. The people on Animal Planet always build an activity room for the cat in these situations, but that seems kind of extravagant to me. I'd probably just buy a few new toys and see if that perks him up.
