If you want to drive a motor scooter in the state of Ohio, the Bureau of Motor Vehicles says you need a motorcycle endorsement.

sometimes there are exceptions for the motorcycle endorsement, for example if the motorcycle's engine is < 50cc. this will still get you 40mph.
however, you will need a normal drivers licence.
