tinydns: Goddammit!
If I knew a thing or two about the tinydns log file format, I'd have had this problem figured out a couple of days ago:
ip:port:id - type nametinydns dropped a request because it did not have the authority to answer. It only has the authority to answer if it has an SOA record for name or a suffix of name. Note that if it is unable to open the data.cdb file, it will have no authority for any domain.
That's right, folks. I was trying to add a DNS server to the rotation without giving it an SOA. Without any sort of network- or transport-layer redundancy. Just "Hey, you: here's some records. Pass 'em around if anybody asks you for one."
I'm an idiot. That is all.
